Spring
Arbor Township Board - March 24, 2008
At
the special board meeting and budget hearing of the Spring Arbor
Township Board on Monday, March 24, 2008, at 1:01 p.m. with the
following members present: Supervisor Will DeGraaf, Clerk Randi
Holthouse, Treasurer Gloria Melchiori, and Trustees Troy Ganton,
Marston Fortress and Brent Williams. Absent: Trustee Patricia Short.
The pledge of allegiance was led by the Supervisor.
Guests:
Ken Wyatt, Russ Ratkiewicz, Scott Rogers and Tim McEldowney.
Public
comment was opened at 1:02 p.m.; none.
Reports:
Richard
St. Extension Project – The Supervisor updated the board on the
estimated cost of $115,000 for the extension of Richard St. over
to Dearing Rd., including the fence. He also noted that the agreement
for the use of the land will expire on April 12, 2009.
Security
System – The Supervisor presented information regarding the four
bids for the equipment and installation of a security system in
the office. General discussion and questions. It was decided to
delay voting on the issue until more research is done to answer
questions raised by the board members.
New
Business
A.
Sewer & Water Budgets
Gloria
discussed the $251,000 capital outlay in the Sewer budget, explaining
that it would be used to rehabilitate the lift stations at Teft
Rd. and College Rd.
B.
Budget Hearing
Motion
was made by Williams and supported by Fortress to open the budget
hearing at 1:30 p.m.
The
board members discussed the proposed budget for the 2008-09 fiscal
year.
Motion
was made by Fortress and supported by Ganton to close the budget
hearing at 1:42 p.m.
C.
Resolution to Adopt Budget
Motion
was made by Fortress and supported by Williams to adopt the budget
approving the general appropriations for the fiscal year of 2008-09
for all funds. Roll Call: 6 yes.
D.
Budget Amendments
Motion
was made by Ganton and supported by Holthouse to approve the following
budget amendments for the 2007-08 fiscal year:

E.
Trustee Resignation
Motion
was made by Williams and supported by Ganton to accept the resignation
of Marston Fortress as Township Trustee effective March 31, 2008;
carried.
F.
Trustee Appointment
Motion
was made by Williams and supported by Melchiori to appoint Scott
Rogers to fill the vacancy of Township Trustee starting April 1,
2008; carried.

Treasurer Melchiori : Treasurer Melchiori
noted that the capital outlay expenditures in the Sewer Fund also
included rehabilitation for the lift station on King Rd.
Trustee Ganton. Trustee Ganton asked if
an individual is allowed to sign multiple petitions for candidates
when only one person is elected.
Trustee Williams. Trustee Williams noted
that this was Will’s last board meeting.
Clerk Holthouse. Clerk Holthouse updated
the board members on the status of the census addressing project.
Adjournment. Motion was made by Ganton and
supported by Williams to adjourn at 1:50 p.m.
