Spring Arbor Township Board Minutes: March 24, 2004

A special board meeting of the Spring Arbor Township Board was held Wednesday, March 24, 2004, at 6:00 p.m., with the following members present: Supervisor Will DeGraaf, Clerk Randi DeVries, Treasurer Gloria Melchiori, Trustees Troy Ganton, and Brent Williams.   Absent: Trustee Patricia Short.   Trustee Fortress arrived at 6:15 p.m.

There was no public comment.

The purpose of the meeting was to review the budget prepared by the Budget Committee with minor changes made from the previous board meeting.   The board members reviewed the budget and made no changes.   Discussion was held regarding the proposed changes to the fee schedule for conditional uses, variances, rezonings, site plan reviews and cemetery fees.   The Supervisor recommended that Treasurer Melchiori and Trustees Troy Ganton and Patricia Short form a task force to meet and review the recommended fees and report back to the board.   Trustee Williams reported that Jerry Watson from Watson Funeral Chapel would be a good source for helping to understand and determine cemetery pricing.

The board members also discussed the projected year end balance, using estimated figures for the expenditures for the remainder of the month, including the quarterly payroll.

The Clerk presented budget amendments for adoption by the board.   Motion was made by Williams and supported by Fortress to approve the following budget amendments:

Expense, 101-247-702.000, Board of Review/Fees, increase $150.00

Expense, 101-247-860.000, Board of Review/Expenses, increase $100.00

Expense, 101-267-930.000, Post Office/Maintenance, decrease $250.00

Revenue, 249-000-478.000, Mech/Plbg Permits, increase $2,000.00

Expense, 249-373-805.000, Contractual Services, Mech/Plbg, increase $2,000.00;

Roll Call: 6 yes.

Motion was made by Williams and supported by Ganton to appoint Will DeGraaf, Marston Fortress and Brent Williams to a task force for the purpose of hiring a fire chief; carried.   Motion was made by Williams and supported by Fortress to pay the previous Fire Chief his regular salary through March 31, 2004 plus four weeks of vacation; carried.

The budget hearing was held at 6:37 p.m. with the following members present:

Supervisor Will DeGraaf, Clerk Randi DeVries, Treasurer Gloria Melchiori, Trustees Marston Fortress, Troy Ganton and Brent Williams.   Absent: Trustee Patricia Short.

Motion was made by Fortress and supported by DeVries to adopt the 2004-05 budget as presented.   Roll Call: 6 yes.
