Spring Arbor Township Special Board Meeting 03-05-07

 

At the special board meeting of the Spring Arbor Township Board on Monday, March 5, 2007, at 1:34 p.m. with the following members present: Supervisor Will DeGraaf, Clerk Randi Holthouse, Treasurer Gloria Melchiori, and Trustees Marston Fortress, Troy Ganton and Patricia Short.   Absent:   Trustee Brent Williams.   Guest:   Russ Ratkiewicz.

 

Public comment opened at 1:35 p.m.; there was no public comment.

 

Motion was made by Fortress and supported by Short to approve the minutes of the Budget Committee from January 9, 2007, January 11, 2007, January 15, 2007, January 19, 2007, February 1, 2007, February 22, 2007, and February 27, 2007; carried.   Discussion was held regarding the recommendation from the Budget Committee to have the Sewer and Water funds reimburse the General Fund for expenses related to the 2005-06 fiscal year.   Treasurer Melchiori stated that a one-time agreement was made for use of the Sewer tractor for General Fund activities that the Sewer fund would not pay for expenses related to the new furniture (during the office move).   Motion was made by Short and supported by Fortress to reduce the sewer obligation to the General Fund by $1,784.32 in recognition of the one-time deal made approximately seven years ago; ayes – 5; nays – 1; carried.

 

              Budget amendments were presented.   Motion was made by Fortress and supported by Holthouse to approve the following amendments:

              101-215-801.000, Clerk, Professional Services, increase $600.00;

              101-215-910.000, Clerk, Insurance & Bonds, increase $500.00;

              101-218-910.000, General Office, Insurance & Bonds, increase $700.00;

              101-253-704.002, Treasurer, Clerical, increase $5,600.00;

              The board reviewed the budget document prepared by the Budget Committee.   Discussion was held regarding the pay for the Cemetery Sexton.   There was general consensus of the board to increase the fee from $200.00 to $300.00 for digging the grave and to increase the other pay items for the Sexton at the same percentage as the rest of the Township employees.   Motion was made by Short and supported by Ganton to have the Supervisor and the Clerk write a job description and determine the responsibilities for the Cemetery Sexton and to report back at the April board meeting; carried.

 

              Motion was made by Short that in light of the fiscal situation to keep the committee pay at the same rate as currently paid in the 2006-07 fiscal year.   Motion died for lack of a second.

 

              The board continued their review of the budget eliminating some items from the expense side of the budget.   Adjustments were also made to the property tax revenue account for the General Fund.

 

Adjournment.     Motion was made by Ganton and supported by Fortress to adjourn at 4:55 p.m.
