Spring
Arbor Township Special Board Meeting 03.06.06
At
the special board meeting of the Spring Arbor Township Board on
Monday, March 6, 2006, at 6:32 p.m. with the following members present:
Supervisor Will DeGraaf, Clerk Randi Holthouse, Treasurer Gloria
Melchiori, and Trustee Patricia Short. Absent: Trustees Marston
Fortress and Brent Williams. Trustee Troy Ganton arrived at 6:37
p.m.
There
was no public comment.
The
board reviewed the revenue section of the proposed budget prepared
by the Budget Committee for the fiscal year 2006-07. Motion was
made by Short and supported by Melchiori to change the budget figure
for the state revenue sharing from $525,000 to $520,000; carried.
The Supervisor passed out information regarding the equipment
and maintenance numbers in the budget; they were reviewed by the
board. The board then reviewed the proposed expenditures in the
budget report.
Budgeted
in the Public Improvement Fund are funds for the purchase of a new
police vehicle. It was determined that the Chief of Police can
order his vehicle at this time to guarantee the price. The Supervisor
then discussed an outstanding bill from the attorneys related to
the King Rd. Water Project; no conclusion was reached as to how
to pay the bill.
The
Clerk presented information regarding sewer and water cost allocations.
One-time reimbursements to the General Fund included costs for
the web site, remodel and furniture purchases, phone system purchase,
installation of network, and purchase of shelving units ($4,824.81
from Sewer and $2,591.22 from Water). An analysis of allocations
was prepared by Dick Renner, which was shared with the board.
His analysis showed an annual contribution from the Sewer Fund of
$1,803 and $700 from the Water Fund, covering expenditures related
to heat and lights, sewer and water bills, maintenance of the office
area, etc. The Clerk also prepared an allocation to cover office
help in processing sewer and water payments from the Deputy Clerk
and the Administrative Assistant, totaling $1,905.86 from the Sewer
Fund and $938.70 from the Water Fund. The general consensus of
the board is to have the Sewer and Water funds reimburse the General
Fund for these allocations.
Discussion
was held regarding the Supervisor salary. The Budget Committee
allocated the entire portion of the salary to the Supervisor department.
Treasurer Melchiori felt that it should be the same as is budgeted
currently with 90% attributed to Supervisor and 10% attributed to
Assessor. The board agreed to the change.
Motion
was made by Holthouse to approve the salary resolution with a 3.3%
increase; the motion died for lack of support. Motion was made
by DeGraaf to approve the salary resolution with a 2.5% increase;
the motion died for lack of support. Motion was made by Short
and supported by Ganton to approve the salary resolution with a
2% increase. Roll Call: 4 yes. 1 nay vote was cast.
The
board established the date for the budget hearing for Tuesday, March
21, 2006 at 6:30 p.m.
