The
regular meeting of the Spring Arbor Township Planning Commission
was called to order by Chair Fortress on Tuesday, July 5, 2006 at
7:30 PM at the Township Hall.
Members
Present: Fortress,
Herlein, Holton, Melville, Poleski, Short, Williams.

Absent: Jacobson,
Roth.
Visitors
Present: Randi Holthouse,
Thomas Orr, Mark Swanson, David Globig, John Clary, Estelle Clary,
Clayton Wagner, Darlene Wagner, Denise Tomasello, Charles Tomasello,
Ken Logeman.
INTRODUCTION
OF NEW PLANNING COMMISSION MEMBER:
Chair
Fortress introduced David Herlein, a new member of the Planning
Commission.
APPROVAL
OF MINUTES OF PREVIOUS MEETING:
Motion
by Melville, supported
by Holton, to approve the minutes of the June 6, 2006 meeting, with
the following corrections and clarifications:
1. Correct to show that Williams
was not present.
2. Correct and clarify the motion concerning
the Zoning Ordinance
suggested changes to read as follows:
“Motion by Evans,
supported by Holton, to recommend to the Township
Board the following text amendments to the Zoning Ordinance, such
amendments being:
Section 4.3.1.B: add Day Care Center as
item #5, and renumber
the following item;
Section 4.4.1.B: add Day Care Center as
item #7 and renumber
the following items;
Section 4.4.2.B: add Day Care Center as
item #11 and renumber
the following items;
Insert new Section 5.9.4, Day Care Centers,
to include the same
items enumerated in Section
5.9.3 except paragraphs A and F
thereof, and renumber the following
sections accordingly. Motion
carried.”
Motion to
approve the minutes, as amended, carried.
Rezoning
requests:
Spring
Arbor University requests three rezonings concerning 208 Howe, 3819
Chapel Road and 119 West Arbor Heights :

Citizen
comments: Concern was expressed over potential development if
the proposed rezoning is granted; with the mixing of single
family residences with multi-family or dormitory housing; and with
the effect of the rezoning on future property values. End of citizen
comment.
The
Commission noted that its recommended approval of this rezoning
would be consistent with the Land Use Plan and that its recommendation
is subject to further action by the Township Board.
Motion
by Short, supported
by Williams, to recommend approval to the Township Board of the
rezoning request as to Property 000-12-16-351-014-00, SAU RZ06-1.
Motion carried (Holton recused himself).
Motion
by Short, supported
by Williams, to recommend approval to the Township Board of the
rezoning request as to Property 000-12-16-351-015-00, SAU RZ06-2.
Motion carried (Holton recused himself).
Motion
by Short, supported
by Williams, to recommend approval to the Township Board of the
rezoning request as to Property 165-12-16-352-005-01, SAU RZ06-3.
Motion carried (Holton recused himself).
Text
Amendment to Zoning Ordinance Section 9.8.1 concerning Outdoor Signs:
Citizen
comment: Mr. Tomasello notes his desire that the Township support
businesses such as his (Hearthstone Farm Market) and it is his view
that the proposed language accomplishes this. End of citizen comment.
Motion
by Holton, supported
by Melville, to recommend to the Township Board to amend Section
9.8.1 of the Zoning Ordinance to keep the existing language and
add the following: “Seasonal agricultural signs are allowed in
all districts except RS-1 and RS-2 for a period not to exceed 150
days in any 365-day period.” Motion carried.
Upon
motion by Holton, supported by Williams, the meeting adjourned at
7:58 PM .
