The
regular meeting of the Spring Arbor Township Planning Commission
was called to order by Chair Fortress on Tuesday, August 1, 2006
at 7:30 PM at the Township Hall.
Members
Present:
Fortress, Jacobson, Melville, Poleski, Roth, Williams.
Members
Absent: Herlein,
Holton, Short.
Visitors
Present:
Colleen Gibbs, Shirley Spratt , Chad Spratt, Tom Spratt.
APPROVAL
OF MINUTES OF PREVIOUS MEETING:
Motion
by Jacobson,
supported by Williams, to approve the minutes of the July 5, 2006
meeting.
CONDITIONAL
USE PERMIT C06-1:
Spratt’s
Outpost has applied for a Conditional Use Permit for the purpose
of installing a 20,000 gallon propane tank and to conduct retail
sales and home deliveries from their location.
Comments:
Tom
Spratt: Spratts want to sell propane at retail and residential.
Tank will be painted white and will be lettered.
Fortress:
Has spoken to the Township fire chief. The required fencing
and shutoff valves would be installed. Are there sniffers to detect
leaks? Answer by Spratt: There is no requirement for such equipment.
Product is stenched before arriving on the property.
Mrs.
Gibbs: How far should the plant be from neighborhoods? Safety
concerns? What property value effects? She is simply curious.
Correspondence:
A letter was received from Paragon Energy Corporation dated July
31, 2006 voicing concerns over safety and the placement of the tank.
Motion
by Williams,
seconded by Melville, to recommend approval to the Township Board
of the Conditional Use permit application. Motion carried on voice
vote.
Upon
motion by Jacobson, supported by Roth, the meeting adjourned at
8:08 PM .
