Planning Commission 04-03-07

The regular meeting of the Spring Arbor Township Planning Commission was called to order by Chair Fortress on Tuesday April 3, 2007 at 7:30 PM at the Township Hall.

Members Present: Fortress, Holton, Williams, Melville, Roth.

Members Absent: Short, Jacobson, Herlein, Poole .

Motion by Melville with support from Williams the March Minutes be approved as read with the addition of Williams being absent.

Discussion centered on proposed changes to Zoning Ordinance language about storm water drainage.   Section 7,10 The following sentence will be added to the end of the existing paragraph.   No certificates of occupancy shall be issued until the applicant has complied with Section 7, 13.

Section 7, 13 - Replace the existing paragraph with the following paragraph.

The applicant shall be responsible for contracting with a registered professional engineer (Project Engineer) to oversee the construction of all site improvements.   The Project Engineer shall inspect all site improvements-including, but not limited to: Storm sewers, storm water facilities, roads, parking lots, driveways, water mains, and sanitary sewers-for conformance to the final approved plan.   The applicant and Project Engineer shall then certify, in writing, to the Zoning Administrator, that the constructed site improvements conform to the final approved site plan.   No certificates of occupancy shall be issued until the certification has been reviewed by the Township.   A public hearing will be coming.

Chair Fortress reviewed the draft concerning the Accessory Dwelling Unit Amendments drafted by Robert Grover.   No action required at this time.   See complete draft in the Township Office/

Upon motion by Melville, supported by Holton, the meeting adjourned at 8:01 PM .
