Planning
Commission Minutes: 10-05-04
The
meeting was called to order by Chairman Fortress. Members present
were: D. Evans, E. Poleski , C. Jacobson, A. Short, M. Fortress,
R. Roth, R. Holton and K. Melville. Absent: J. Williams.
Visitors
were: Todd Zeller, Ruth Scott, Joe Fontana, Ethel Van Schoyck and
Sean Lefere .
The
minutes of the September 7, 2004 meeting were approved, with the
following change: ( current speed limit). Motion passed
8-0.
Site
Plan Review SPR04-4 – Norfolk Development Corp. (Magnolia Park #000-12-01-226-003-00
and #000-12-01-226-005-00) Sean Lefere
explained the Site Plan for Magnolia Park, and all previous conditions
were met. A letter was received from the Road Commission and following
discussion concerning the Park, Mr. Lefere stated that the Park
will be build by July 2007, or during Phase II, whichever comes
first. Motion by Evans, seconded by Short that we recommend approval
with the following conditions:
- Park
will be developed by 07/01/07 or when Phase II begins, Phase II
is defined as Lots 40-57 and 97-108, whichever comes first.
- Prior
to development of Phase II, road will be graded at Township Line.
- Pending
receipt of Site approval from Road Commission (JCRC) and Jackson
County Drain Commissioner.
Motion
passed 8-0.
Conditional
Use Permit C04-3 & C04-4 – Norfolk Development Corp. (Magnolia
Park #000-12-01-226-003-00 & 000-12-01-226-005-00)
Mr. Lefere explained the changes in lot size. Motion by Short, seconded
by Poleski to recommend approval of C04-3; motion carried 8-0. Motion
by Short, seconded by Poleski to recommend approval of C04-4; motion
carried 8-0.
Mrs.
Ruth Scott explained the proposed rezoning and presented an example
letter that was sent to the property owners.
2004
Township Rezoning: Quadrant 3 – Motions
and seconds enclosed.
Mrs.
Scott passed out copies of the Township Zoning Ordinance for study.
Al
Short brought us up to date on the Land Use Subcommittee. A copy
of the minutes of September 9, 2004 were received. There was a brief
discussion concerning the traffic light at M-60 and Dearing Road.
Due
to the election on November 2, 2004, the next Planning Commission
will be on November 9, 2004.
As
there was no further business, the meeting was adjourned at 8:40
p.m.
