The
regular meeting of the Spring Arbor Township Planning Commission
was called to order by Chair Fortress on Tuesday, October 3, 2006
at 7:30 PM at the Township Hall.
Members
Present: Fortress, Herlein, Holton, Melville, Poleski,
Roth, Short, Williams.
Members
Absent: Jacobson
Visitors
Present: Joanna and Robert Smilowski, Doug Jones, Jan Gardner.
APPROVAL
OF MINUTES OF PREVIOUS MEETING:
Motion
by Roth, supported by Herlein, to approve the minutes
of the September 5, 2006 meeting. Motion carried.
CONSIDERATION
OF SITE PLAN SPR06-4:
(
Spring Arbor University Southwest Campus Parking Lot)
Doug
Jones of SAU presented the University’s plans. The plans for a new
Academic building will constrain current parking, hence this plan
for additional parking. This lot will likely be for resident student
parking.
This
phase of parking is intended to be gravel. A future phase would
include asphalt paving of the entire lot. The proposed gravel surface
conflicts with Zoning Ordinance section 6.14.4 E which requires
pavement of asphalt or concrete.
The
lot would be lit.
Any
wells that need to be capped? None that SAU is aware of.
Has
OMM any unresolved questions? All points in their letters have been
answered.
Have
the Road Commission’s questions concerning sight distances been
addressed? Not sure of the answer.
Motion
by Short, supported by Roth, to approve Site Plan SPR06-047, subject
to the following conditions:
That the requirements of the Jackson County Road Commission’s letter
of 9/13/06 are satisfied, with a response to be filed in the Township
Office; and,
The Site Plan is for the total proposed parking area as shown on
Wolverine Engineering plans dated 9/28/06; and,
Phase 1 as shown on the print may be used with a gravel surface
until June 1, 2008 . If not paved with asphalt or concrete by that
date, use of the lot must be abandoned; and,
Phase 2 as shown on the print must comply with Article 6.14.4 E
of the Zoning Ordinance (concerning the proper surface for a parking
lot) before it may be used for parking.
Motion
carried, with Holton recusing himself from this vote.
Upon
motion by Melville, supported by Roth, the meeting adjourned at
8:25 PM .
