Commission Minutes: 09-07-04
The
meeting was called to order by Chairman Fortress. All members were
present.
Visitors
were: John Clark, Robert B. Nutter, Deborah S. Nutter, Gerard Valentine,
Heidi Roberts, Sue Cross, Bill Stephens, Brenda Stephens, Sharon
Phebus , George Phebus , Andrew Chalfant , Jack L. Ripstra, Mike
Kesterson , Ted Bundy, Stan Lyon, Sean Lefere and Ruth Scott.
The
minutes of the August 10, 2004 meeting were approved.
Site
Plan Review SPR04-3 – Kowach , Inc. (Chapel Heights Site Condos
#000-12-08-476-002-01) Jack Ripstra explained the Site Plan
Review of Chapel Heights. Al Short moved that the application and
requirements for site plan review submitted by Kowach, Inc. for
Chapel Heights Site Condominiums be approved with the following
conditions:
- Jackson
County Drain Commissioner will maintain all drainage including
pumps, drainage ditches, retention basins and storm sewer.
- If
detention basins #2 and #3 cannot meet capacity requirements due
to bed rock, developer will need to submit revised Site Plan to
Township.
- All
detention ponds will be fenced, and all lots fenced consistent
with Phase I Fencing.
- Before
completion of Phase II (lots 22-39) park developed on Church of
the Nazarene will be completed.
- Park
will be developed on land owned by Church of the Nazarene, per
agreement submitted at 9/7/04 meeting.
Motion
seconded by R. Holton, passed 9-0.
Site
Plan Review SPR04-4 – Norfolk Development Corp. (O’Brien Rd. #000-12-01-226-003-00
& #000-12-01-226-005-00) Sean Lefere
presented the Site Plan Review of the 21 acres of Magnolia Park
consisting of 39 lots. There will be 174 lots total in Summit Township.
Water and sewer will be in before Phase I. There was much discussion
from the audience concerning speed limits and traffic. Most visitors
were opposed to the current speed limits on O’Brien Rd. Motion by
Short, seconded by Jacobson to postpone approval until the October
meeting. Motion passed 9-0. Mr. Lefere will return in October for
final approval.
ZBA
minutes of August 19, 2004 and August 26, 2004 were received.
Mrs.
Ruth Scott presented the Site Plan Review Ordinance. She brought
to our attention the possible need for a zoning change concerning
home occupation.
As
there was no further business, the meeting was adjourned at 10:10
p.m.
