Planning Commision Meeting 5-6-2008

The regular meeting of the Spring Arbor Township Planning Commission was called to order by Vice-Chairman Poole on Tuesday, May 6, 2008, at 7:00 p.m. in the Township hall.

Members Present: Robert Poole, Carl Jacobson, Mel Rice, Ken Melville, Troy Ganton, Richard Roth, Roy Holton and David Herlein.

Absent: John Williams

Guests: Jerry White, Vice-President at Spring Arbor University and Jan Gardner, Zoning Administrator for the Township.

Motion was made by Carl Jacobson and supported by Rice to have Robert Poole elected as the Chairperson of the Planning Commission; carried. Motion was made by Roth and supported by Ganton to have Carl Jacobson elected as the Vice-Chairman of the Planning Commission; carried.

Chairman Poole introduced Troy Ganton as a new member of the Planning Commission.

Motion was made by Jacobson and supported by Holton to approve the minutes from the March 4, 2008 Planning Commission meeting; carried. Discussion followed with concern of wording over the Site Plan Review SPR08-2 for Arbor Manor Care Center, condition 3. Should the word “completed” be changed to “signed”? Motion by Roth with support from Rice to table this until the next meeting; carried. Ganton recused himself.

Spring Arbor University – Rezoning Requests

Spring Arbor University has requested to have eight parcels rezoned from Suburban Residential (RS-1) to Multiple Family Residential (RM-1). Jerry White, Spring Arbor University Vice-President, spoke regarding their reasons to have the parcels rezoned. Holton recused himself from the University’s rezoning requests.

Motion was made by Ganton and supported by Melville to recommend approval of the request to rezone parcel #000-12-16-351-002-00 (3793 Chapel Rd.) from Suburban Residential (RS-1) to Multiple Family Residential (RM-1), RZ08-1; carried.

Motion was made by Ganton and supported by Melville to recommend approval of the request to rezone parcel #000-12-16-351-003-00 (3795 Chapel Rd.) from Suburban Residential (RS-1) to Multiple Family Residential (RM-1), RZ08-2; carried.

Motion was made by Ganton and supported by Melville to recommend approval of the request to rezone parcel #000-12-16-351-008-01 (3801 Chapel Rd.) from Suburban Residential (RS-1) to Multiple Family Residential (RM-1), RZ08-3; carried.

Motion was made by Ganton and supported by Melville to recommend approval of the request to rezone parcel #000-12-16-351-010-00 (Howe St.) from Suburban Residential (RS-1) to Multiple Family Residential (RM-1), RZ08-4; carried.

Motion was made by Ganton and supported by Melville to recommend approval of the request to rezone parcel #000-12-16-351-012-00 (210 Howe St.) from Suburban Residential (RS-1) to Multiple Family Residential (RM-1), RZ08-5; carried.

Motion was made by Ganton and supported by Melville to recommend approval of the request to rezone parcel #000-12-16-351-014-00 (208 Howe St.) from Suburban Residential (RS-1) to Multiple Family Residential (RM-1), RZ08-6; carried.

Motion was made by Ganton and supported by Melville to recommend approval of the request to rezone parcel #000-12-16-351-015-00 (3819 Chapel Rd.) from Suburban Residential (RS-1) to Multiple Family Residential (RM-1), RZ08-7; carried.

Motion was made by Ganton and supported by Melville to recommend approval of the request to rezone parcel #165-12-16-351-035-00 (112 W. Arbor Heights Dr.) from Suburban Residential (RS-1) to Multiple Family Residential (RM-1), RZ08-8; carried.

Four Star Storage - Rezoning

The request, initiated by the Township, is to rezone parcel # 000-12-14-126-003-01 located at 6600 Spring Arbor Rd. (known as Four Star Storage) from Industrial (I-1) to Highway Service Commercial (C-3). Motion was made by Ganton and supported by Melville to recommend approval of the rezoning request for parcel #000-12-14-126-003-01 from Industrial (I-1) to Highway Service Commercial (C-3); carried.
