Commission Meeting 05.03.05
The
meeting was called to order at 7:35 p.m. by Chairman Fortress.
Those present were: C. Jacobson, D. Evans, R. Holton, R. Roth,
and M. Fortress. Absent were K. Melville, E. Poleski , A. Short,
and J. Williams.
Visitor:
Ted Comden , Philip Bartlett, Mike Kesterson , Dave Herlein, Dan
Bradley, Larry Dull, Barbara Dull, Dan Milnes, and Brad Buter .
The
minutes of the April 5, 2005 meeting were approved as printed.
Motion by R. Holton, second by R. Roth. Carried.
On
behalf of the proposed Stone Ridge Development on King Road , George
Svinicki asked what the Township’s position is regarding OMM’s requirement
/ suggestion that the sanitary sewers be gravity fed with one central
pumping station. Mr. Svinicki pointed out that the topography
of the site did not lend itself to gravity sewers. Chairman Fortress
advised Mr. Svinicki that the Township has a strong preference for
gravity sewer systems, unless it can be proven that installation
of same is economically or physically impractical. He stated the
burden of proof was on Stone Ridge’s developers, and that the Township
would make a decision after OMM’s review of the facts is completed
and a recommendation is received from them.
Rezoning
Request by Kowach, Inc. (RZ05-2) (#000-12-16-101-008-03) located
at 2002 Elwood Blvd. , Spring Arbor, MI . A zoning change from
Suburban Residential (RS-1) to Industrial (I-1). (Parcel located
on King Road west of Lab Tool).
Motion
by D. Evans, seconded by R. Holton that we recommend to the Township
Board approval of this request. Carried.
Conditional Use Permit – C05-2 – Greenbriar Land Development,
LLC – (000-12-09-400-001-14). A conditional use permit was
presented by Kowach, Inc. for the balancing of land on the west
side of the Greenbriar Development. The balancing, which will
include removal of substantial soil from the Development, is in
preparation for the construction of homes and roads on the site.
Conditional Use Permit is subject to the following conditions:
- The
term of the Permit will be 24 months from the date of approval.
- Access
to the property for the purpose of this project will be on King
Road, east of the Dowley Manufacturing plant (generally known
as the entrance to the gravel pit). This drive will be gated
and locked when not in use.
- King
Road will be kept free of debris, and “tracked” dirt will be regularly
removed from the road to minimize dust.
- All
access roads within the Development will be gated to prevent persons
from gaining access to the balancing area.
- Operation
of the project will be from 8 AM – 5 PM , Monday through Friday,
except for National holidays.
- Equipment
for processing of material will be kept to the west portion of
the Development.
- No
pits will be developed during the project.
- Excavation
areas will be graded in such a manner as to limit the probability
of personal injury.
Motion
by R. Roth, seconded by D. Evans that we recommend to the Township
Board approval of this permit. Carried.
